Duties

The incumbent is responsible for assisting the Mobility Manager in overseeing the daily activities of clerical and escorting staff that perform in a team-oriented, customer driven, professional Environment to develop new models of care that emphasize prevention, improve access, coordination of care; educate and empower patients and their families; enhance the customer experience with positive human interactions and therapeutic alliances; and promote the coordination, continuity and integration of care. The office staff determines Veteran eligibility for VA travel reimbursement and arranges transportation for Veterans to and from medical appointments. They also provide assistance to Veterans as they navigate the locations of the medical center. The Lead is responsible to perform general program support work such as assigns duties to Travel Assistants, verifies eligibility, research and tracking of demographic information to support VA programs. The Lead Demonstrates flexibility, integrity and accountability with a work ethic that emphasizes excellence and quality; Builds customer confidence by professional dress and demeanor. Major Duties: Provide transportation at Government expense to beneficiaries and their attendants traveling to and from VA facilities and other places for the purpose of examination, treatment or care. Leads five (5) transportation assistants performing all office functions at the GS-5 and/or 6 level. Dispatches transportation assistants to escort patients throughout the Medical Center. Works with the supervisor in the assignment of functions to unit members in order to meet routine and unusual deadlines and priorities. Informing the team of goals and providing guidance and technical direction for accomplishing the work of the unit. Ensures the work assignments of employees in the unit are carried out. Maintains current knowledge and answers questions of other employees on procedures, policies, and directives. Requires providing initial on-the-job training and remedial training when necessary and/or arranging for other training to ensure accurate accomplishment of tasks. Distributes workloads equitably among the clerks in accordance with established work flow and/or job specialization. Checks status of work in progress or spot checks completed work not requiring thorough review. Responsible for filling in and/or for redistributing the workload to other unit employees to ensure smooth work flow. Ensures timely accomplishment of assigned tasks, and ensures that each employee has enough work to keep busy. Keeps the Mobility Manager aware of any backlogs or unusual problems and routinely provides reports of work accomplishment and productivity to the Supervisor. Correct determining which of several fund control points to utilize, obligating funds, maintaining manual and electronic accounting records, performing regular reconciliations and adjusting account balances. Responsible for determining method of payment for, authorized and unauthorized ambulance claims submitted for consideration. Receives invoices for payment of transportation services. Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System (CPRS) to review medical records, forwards for supervisory approval an submits all documents for payment utilizing appropriate control point for reference. Responsible for explaining regulatory guidelines to beneficiaries for submitting any unauthorized ambulance claims ta the VA Medical Center for consideration of payment. Documents and prepares account synopsis for contracting officials quarterly to justify yearly ambulance contractual compliance. Oversees the arrangement for all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or contracted transport services Prepares appropriate documentation and/or scheduling for traveler according to government rates or substantial rates. Reviews requests for reimbursement of travel costs for the purpose of assuring compliance with Regulations and procedures, completeness, accuracy, internal consistency, and agreement with basic authorization. Serves as customer service representative for all matters involving Beneficiary Travel, communicating and interacting with patients in a manner appropriate to cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 LEVEL GRADE REQUIREMENTS Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade GS-6 in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Knowing travel rules and regulations in VA Beneficiary Travel regulations and VHA Directives; organizing and maintaining documentation and records supporting beneficiary travel reimbursements and vendor payments; validating, controlling and maintaining accounting records for many travel accounts and make frequent dollar amount adjustments of those accounts; Knowing beneficiary travel reimbursements; Knowing computer software programs equivalent to Microsoft Excel, Access, Outlook, PowerPoint, and Word processing; pulling data and create reports showing volume and cost; Knowing the review process for special transportation of Veterans requiring unusual accommodations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
