Duties

Serves as the Chief of Staffing and Employee Relations Section (SERS). This position involves development of programs, recommending policies, maintenance of good public relations, and making independent decisions within broad service policies. Directs the staffing program for the Central Office for GS-15 and above. Advises on and resolves complex operating and technical problems relating to the functional areas. Directs the development and administration of the nationwide staffing program for the Federal Bureau of Prisons (BOP). Directs a staff of professional, technical and clerical employees in the administration of the functional areas. Provides guidance in all program areas to personnel in field institutions and the Central Office, program directors, and other key management officials. Interprets Office of Personnel Management (OPM) and Department of Justice (DOJ) policies and instructions and publishes supplemental guides for use as necessary.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education There is no substitution of education for specialized experience for this position. OR Experience You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience which demonstrates a thorough knowledge of staffing and employee relations’ principles and methods, OPM and DOJ regulations, employment incentives, waivers, leave and benefits, and work force availability and staffing needs for the appropriate types of positions. Experience which demonstrates knowledge and procedures to interpret federal laws and Office of Personnel Management (OPM) guidance to develop personnel policies and procedures, providing guidance to personnel staff. Experience which demonstrates the ability to interpret federal laws and regulations and Office of Personnel Management (OPM) guidance and provide recommendations to agency officials with respect to the impact and implementation on national Human Resource policies and procedures. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
