This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Security and Drug and Alcohol Testing Div. The incumbent will be responsible for providing support, guidance and assistance in support and administration of the IBC Personnel Security Program.
Duties
Adjudicate all public trust positions for suitability. Prepares letters and correspondence regarding adjudication determinations, decisions, and request for information from applicants and employees.
Coordinate with IBC, DOI, IBC Contracting Officer Representative and OPM to ensure investigations and clearances are obtained.
Coordinate with HR Office and IBC Security Assistants to obtain timely clearances for new or current employees.
May review IBC Security Clearances and special accesses to include adjudication investigation results and respective documentation related to applicant or employee interviews and final decisions.
May determine whether security clearances should be granted, suspended, revoked, or denied and advises the applicable office and/or manager accordingly on all unfavorable determinations.
Qualifications
At the GS-09 level, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience working in a Personnel Security Office or Card Credential Facility; experience determining level of and initiation of background investigations for federal and contract positions; experience reviewing background investigation and responding to any questions in resolution of issues; experience requesting and updating Homeland Security Presidential Directive - 12 (HSPD-12) Smart Cards through USAccess or other automated systems; and experience reviewing Low Risk Positions for pre-employment and suitability/fitness issues.; OR
A master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: Business Management, Criminal Justice, Psychology, Security Management or Security related; OR
A combination of education and experience as listed above.
At the GS-11 level, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience independently performing work in a personnel security office/program/team adjudicating all designations of pre-employment and suitability/fitness cases as well as interpretation of personnel security laws and regulations; experience preparing written determinations for review and approval; limited experience adjudicating and issuing national security clearances; experience using automated personnel security programs/systems daily for input, output analysis and correction of adjudication actions; and experience with Homeland Security Presidential Directive - 12 (HSPD-12) Smart Card or issuance of Smart Card Credential processes and systems.; OR
A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related in one of the following fields: Business Management, Criminal Justice, Psychology, Security Management or Security related; OR
A combination of education and experience as listed above.
At the GS-12 level, you must meet the following qualifications:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience independently performing work in a personnel security office/program/team adjudicating all designations of pre-employment, national security and suitability/fitness cases as well as interpretation of personnel security laws and regulations; experience preparing all forms of written documentation associated with all levels of adjudication determinations for review and approval; directly related experience in the initiation and review of background investigations as well as experience using automated personnel security programs/systems daily for input, output analysis and correction of adjudication actions; and, experience with Homeland Security Presidential Directive - 12 (HSPD-12) Smart Card or issuance of Smart Card Credential processes and systems.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
