As a senior Safety and Mission Assurance Engineer in the Exploration, Research and Technology Office at NASA Kennedy Space Center you will support the Commercial Low Earth Orbit Destination Program (CLDP) Mishap Manager and serve as the Quality and Audit Lead/Manager, to include developing CLDP Quality policy approaches, Program documentation, and performing/managing/leading risk-based assessment of partner deliverables for CLDP.
Duties
Review commercial provider technical management plans and other insight artifacts/products to produce assessments of commercial provider management process strength and effectiveness.
Develop and recommend mitigation activities to gather evidence of process effectiveness to the Commercial LEO Destinations Program (CLDP) Safety and Mission Assurance Manager.
Develop summary of each commercial provider’s process strengths annually and works with the CLDP SMA Manager to brief those summaries and associated recommendations to the program control board.
Develop Risk Based Assessment Process Document and support the development of related tools and associated training, as well as integration across CLDP offices and all Technical Authorities.
Support CLDP milestone reviews and insight opportunities and develops comments/RIDs related to deficiencies and/or missed opportunities identified in commercial provider’s products and/or processes.
Coordinate with CLDP/cross program quality and software community to identify opportunities to synchronize surveillance activities and facilitate government discussion across programs.
Provide support to the CLDP Mishap Manager in the development and management of Mishap Management Plans for CLDP.
Support the CLDP Mishap Manager to integrate and work with Federal Aviation Administration and National Transportation Safety Board coordinating a bridge line activation for successful launch or mishap event briefings.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Providing oversight in the support of programmatic mishap management plans;
Participated in or led a team or project in the implementation of Human Rated Program requirements (HEOMD-003/NPR 8705.2);
Managing partnerships with commercial space companies, other NASA Centers, and/or other federal Agencies FAA and NTSB.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
