About the Position: Provides staff assistance to management by performing analytical and evaluative work in support of a variety of financial related functions within the Resource Management Office in USACE Chicago District located in Chicago, IL.

Duties

Performs a variety of financial functions within financial management systems involving authorizations for incoming funding documents, operating budget modules, as well as cost calculations. Obligates training requests, government orders and in-house purchase requests and certifies. Performs role audits to ensure accuracy in the system for employees and in compliance with regulations on permissions. Prepares and monitors several revolving fund account budgets, including revolving fund facility account. Creates and reviews new work items and hierarchy to validate proper set up for accounting cost accumulation and assigns permissions. Serves as district Customer Service Representative (CSR) for time and attendance requirements. Inputs payroll documents, labor cost transfers, and leave transfers. Serves as district Government Travel Card Program Administrator. On-boards and administers travel card program, initiating new accounts as well as deactivating/closing accounts as needed.

Current Civilian Employees of the Organization In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience which includes applying financial management knowledge and skill to analyze and measure effectiveness and efficiency of cost vs. budget data for a variety of revolving fund, civil works and/or military construction programs and projects. Applying knowledge of budget practices, regulations, and operating procedures to assist with the formulation and execution of budgets. Applying established guidelines and techniques to advise and assist Accountants on administrative and analytical projects. Overseeing Assisting in the Payroll Program for the District and/or as well as Government Travel Card Program for the district. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). GS-11 Specialized Experience: One year of specialized experience which includes applying analytical and technical skills to conduct a comprehensive analysis of internal controls, accounting requirements, and financial program administration; Assisting to produce integrated finance and accounting reports; guiding aiding the preparation of audit sample documentation, funding requests, cost transfers, and other financial reporting requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Time in Grade Requirement GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement GS-11 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education (http://www.ed.gov/admins/finaid/accred/).Failure to provide all of the required information as stated in the vacancy announcement may result in an ineligible rating or may affect the overall rating.

Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this job, you may qualify if your education meets the definitions below:GS-09:

1) Qualifying based on education alone: Education may be substituted for specialized experience with a Master's (or equivalent graduate degree), 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, or LL.B or J.D (if related).

2) Qualifying based on a combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 1 year (18 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.

GS-11:
1) Qualifying based on education alone: Education may be substituted for specialized experience with a Ph.D. (or equivalent graduate degree), 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, or LL.M (if related).

2) Qualifying based on a combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
