This position is located in the Railroad Retirement Board's Bureau of Fiscal Operations. The incumbent will be responsible for coordinating all debt recovery activities within the RRB, with other government agencies and with external organizations. This job announcement may be used to fill one or more vacancies. This is a non-bargaining unit position.

Duties

As a Debt Recovery Manager, you will: Oversee and direct the activities of the section through the preparation of operations plans, establishment of priorities, staff allocation, and assignment creation. Supervise a staff of debt recovery supervisors, specialists, and others involved in various aspects of the debt recovery program. Oversee RRB efforts to recover funds through debt collection agencies. Administer the RRB's Treasury Cross Servicing and Offset Programs, which recovers overpayments after routine recovery procedures have failed. Develop and oversee efforts to recover delinquent debts by Federal salary offset and offset to other Federal payments. Prepare various financial and management reports on debt recovery activities and accounts receivable balances for officials of the RRB and other agencies.

  • May be required to successfully complete a probationary period

Qualifications

Minimum Qualifications for GS-14 level: One year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience: is experience that demonstrates management/leadership experience, such as preparing operation plans, setting priorities, overseeing assignments, allocating staff, and utilizing leaders and supervisors to direct work; experience with agency's efforts to recover funds through debt collection agencies and with development of policies and procedures for debt recovery activities; experience preparing a variety of financial and management reports for agency officials, the Treasury, and the Office of Management and Budget. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience obtained by the closing date of this announcement will be considered. Time-in grade-restrictions: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (52 weeks at the next lower grade level).
