This position is located at the Hampton VA Medical Center, Hampton, VA, within the Mid-Atlantic Health Care Network (VISN 6) Fiscal Service. The purpose of this position is to perform budget, accounting, and employee travel transactions in a consolidated transactional processing site.

Duties

Duties include, but may not be limited to the following: Presents forms and reports by way of spreadsheets, Word documents, and other applications. Processes standard budgetary transactions and/or reports. Compiles and/or summarizes information from a financial source and/or system. Resolves problems as encountered during workload processing. Consolidates numerical and/or financial information from a variety of reports, worksheets, and accounting and procurement documents. Maintains informal and/or formal records. Plans and/or carries out the established steps and/or techniques for work assignments. Serves daily as the principal point of contact for medical center clients/customers regarding accounts receivable, obligations, and/or payables. Determines and correctly posts/applies data to the proper accounts accurately and timely. Researches, interprets, takes actions for various transactions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am-4:30pm, Monday-Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position, you must have served 52 weeks at the GS-05. For a GS-07 position, you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE GS-06: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-6 grade level, you must demonstrate a level of competence equivalent to the GS-5 grade level. Examples of specialized experience would typically include, but are not limited to: A demonstrated ability to use a number of established procedures and specific guidelines in the form of agency policies and procedures, Federal codes and manuals, specific related regulations, precedent actions, and processing manuals are readily available for doing the work and are clearly applicable to most transactions. SPECIALIZED EXPERIENCE GS-07: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-7 grade level, you must demonstrate a level of competence equivalent to the GS-6 grade level. Examples of specialized experience would typically include, but are not limited to: A demonstrated ability to serve as the Financial Administration Technician responsible for Performing accounting, budget, and employee travel transactions in a consolidated transactional processing site; experience using business math skills to perform financial transactions such as processing cash receipts/refunds, cost adjustments, inventory accountability, and/or tracking expenditures; experience working with an automated accounting and/or financial management system such as a point of sale (POS), banking system, and/or business software. The position requires knowledge and proficiency in the following areas: Accounting, Budget, and Employee Travel. You will be rated on the following Competencies for this position: Administration and ManagementDatabase Management SystemsFinancial ManagementTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position works primarily in the office and the work is sedentary, although some slight physical effort may be required.
