The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fiscal Service located in Hampton, Virginia at the Hampton Veteran Affairs Medical Center (Hampton VAMC). The incumbent is responsible for the receipt, disbursement, examination, deposit, custody, and other clerical processing of cash items.
Duties
Cashier functions.
Directs and trains all activities of the unit.
Pays in cash certain designed classes of Fiscal vouchers, performing this disbursing Maintains the cash flow so that adequate cash is on hand at all times to operate the daily function in accordance with authority delegated by the Treasury Department.
Makes determinations regarding the authenticity of currency and the negotiability requirements of other types of cash items.
Responsible for the funds advanced by the Treasury Disbursing Office to cover payment of vouchers.
Makes payments to patients, employees, and cash replenishments to alternate cashiers.
Receives advances as well as drafts and maintains inventory of drafts.
Maintains the supply of official accountable receipts and accountable forms used to acknowledge collections and control and requisition them.
Requires to balance accounts daily to assure that the disbursing fund and collections are properly accounted for.
Records of alternate tellers are verified to account for any collections received or disbursements made.
Prevents access of unauthorized individuals to the Agent Cashier Office.
Determines the acceptability of payment documents and cash items.
Must analyze work requirements and determine resources, equipment and other needs to accomplish work assignments.
Responsible for the issuance of pre-numbered accountable receipts for each remittance received, determining the appropriation and account symbol is correct.
Work Schedule: Full-Time M-F 7:30am-4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience GS-06: You possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-05) in the Federal Service which includes but not limited to processing payments electronically through a computerized system and extracting information from various sources as part of reconciliation and/or data entry.
