You will serve as a Supervisory General Engineer, leading the Contingency Engineering (CE) Division, Expeditionary Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.
Duties
You will lead a team of civilians (government service and foreign nationals), military (active duty and reserves), and contractors who perform CE duties in support of the Directorate.
You will plan work, set and adjust short-term priorities and prepare work completion schedules.
You will perform day-to-day program and community management duties related to NAVFAC's CE activities supporting Navy and Marine Corps installations. Combatant Commanders, Service Component Commanders, and other operational forces.
You will serve as the Contingency Engineering community Knowledge Manager developing and maintaining to promote collaboration and information sharing.
You will plan, conduct and support extensive policy studies dealing with national issues and interface with high level management officials to evaluate the impact of changing national, international and CCMD theater objectives on NAVFAC programs.
You will plan and coordinate guidance and standards for use by NAVFAC offices worldwide tasked to support CCMD/NSCC plans and operations.

Qualifications
Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement.
In addition to the basic requirements and SPF, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing engineering support to contingency operations in the planning, evaluation, and execution of short and long-range programs impacting national and/or international issues; 2) Preparing annual planning and budgeting using a comprehensive knowledge of the planning, programming, budgeting and execution (PPBE) processes, including NAVFAC planning, acquisition, and management processes; 3) Applying SME expertise in national security and military strategy, Joint Doctrine, and Joint/Combined operations planning to enable the most efficient NAVFAC support in these arenas; and 4) Applying a mastery of advanced management and organizational principles and practices necessary to be able to expeditiously assemble and provide support from multiple NAVFAC components.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
