About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range procurement analyst service.
Duties
Serves as the HQ MICC Contracts Operations Directorate, Policy Implementation and Oversight Division Chief.
Leads the Commands Procurement Management Review Program, operates the Command’s Warrant Program and serves as the Command’s principal for communicating and interpreting s acquisition policy revisions and updates.
Works with subordinate team/project leads to resolve problems affecting division programs or special projects.
Makes decisions on work problems presented by subordinate team/project leads.
Collaborates with chiefs, supervisors, managers, and other activities to negotiate, decide on, and coordinate work-related changes affecting other activities.
Participates in or conducts conferences, staff studies, etc. pertaining to overall management and programming, mid and long-term planning for acquisition activities.
Performs studies and provides recommendations to the HQ MICC Commanding General (HQ CG,), Deputy to the Commanding General (DCG), Mission and Installation Contracting Command, Contract Operations Director (MICC CONOPS) on acquisition related issues.
Serves as a principal advisor to the Senior Contracting Officials (SCO) and HQ MICC leadership on acquisition functions within the MICC, procurement directorate, and subordinate contracting offices.
Evaluates the overall performance of subordinate.
In consultation with subordinate team and project leads, plans work operations, sets priorities, and establishes objectives.
Reviews evaluation input made by subordinate team/project leads of other employees on work and administrative matters.
Assesses plans, and formulates strategic direction for resolution of procurement issues, policies, and procedures.
Defines, integrates, and implements strategic direction for division programs area of focus. Initiates innovative solutions, actions, and methodologies to resolve issues and modernize the command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time
- Formerly Senior DAWIA Level 3. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional"
within 36 months of entrance on duty.
- Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition
Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.

In order to qualify, you must meet the education and specialized experience requirements described below. Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service which provided: 1) Executing Acquisition policy and guidance in a large organization. 2) Performing the execution of complex high dollar value contracts. 3) Reviewing the effectiveness of Contracting Operations through the use of data analytics. 4) Assisting with the oversight of contracting policies to assure compliance with regulatory acquisition directives and guidance. 5) Overseeing the daily operations of contracting/acquisition operations through various methods (i.e., team leads, committee chairs) to ensure efficiency. 6) Providing managerial oversight for the personnel management of contracting/procurement staff. This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (NH-03).

This is a Mid-Level NH-04 in the AcqDemo Pay banding scale. The NH pay band covers grades 14/15 on the GS scale. This position is subject to a salary control point equivalent to GS -15 step 6- $170,088. If the incumbent's salary currently exceeds the stated salary control point, the incumbent's salary control point will be set at the incumbent's existing base salary with the San Antonio-New Braunfels-Pearsall, TX Locality Pay Area rate applied
