The primary purpose of this position is to serve as a security specialist, providing information, personnel, and physical security program functions in support of the organization as an Information Assurance/Cyber security specialist, Special Security Office Management Division (A2S), for the Pacific Air Forces (PACAF) Intelligence, Sureveillance, and Reconnaissance Directorate (A2).

Duties

-SCI Cybersecurity Program Management. Works with the PACAF CISO/DAO-R and serves as a subject matter expert advisor to the Division Chief with responsibility to recognize need for policy or policy change and intitiate recommendations and to implement policies and procedures required to manage PACAF Information Assurance/Cybersecurity programs to protect SCI assets. -Implements and administers the Information Security Program for assigned subordinate organizations. Implements ODNI, DoD, HQ USAF, and MAJCOM policies and develops specific enterprise procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by the organization's activities. -Administers the Personnel Security Program for assigned subordinate organizations. Implements and administers procedures for processing requests for security clearances for military and civilian personnel. -Administers the Physical Security Program for assigned subordinate organizations. Implements and administers guidance and procedures that form the basis for the assigned organization's physical security operations that meet directives, local conditions, and requirements.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles and practices in security administration and intelligence, such as would be gained through extensive graduate study or experience, and skill in applying this knowledge to difficult and complex work assignments or a comprehensive, intensive, practical knowledge of Cyber, Information, Physical and Personnel Security. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of cyber, information, personnel, and physical security concepts, principles, criteria, technology, and practices to plan and implement security programs in these areas. 2. Knowledge of the intelligence enterprise to support and promote information sharing and strategies. 3. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating security programs. 4. Skill in the use of analytical principles, practices and techniques to review and evaluate security programs to meet mission requirements and improve the security programs for the organization. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately for both individual and group settings. 6. Ability to establish effective professional working relationships with coworkers and customers both within and outside agency, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 4. Information Assurance (IA) Certification is a condition of employment. This position includes IA work as a paramount duty requirement. Category 3-Technical, Level 3-Level III, Duty A-Primary (25-40 hours). Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
