You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the MARINE CORPS ENGINEER SCHOOL (MCES) of the TRAINING AND EDUCATION COMMAND.

Duties

You will review and evaluate Programs of Instruction (POI) and related lesson material for pertinence, currency, and compliance. You will interpret evaluation data and recommend changes to course content, materials, and instructional techniques. You will review and provide direction and support in the design and development of courseware developed by Subject Matter Experts. You will advise on instructional techniques and methods and facilitate or staff appropriate training on instructional development. You will prepare, coordinate, and submit Program of Instruction documentation and routinely inspect database information to identify inconsistencies. You will conduct research to improve the efficiency and effectiveness of instructional methods and concepts.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Designing, developing and implementing curriculum in adult education programs; applying program evaluation techniques including statistical analysis; conducting and utilizing educational research to remain current in methods and technical equipment used to conduct effective learning. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
In lieu of the specialized experience listed in the Qualifications section, applicants may qualify for the position based on education OR equivalent combination of experience and education as follows:
  • Ph.D. or equivalent doctoral degree OR
  • 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree OR
  • I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent
