This position will assist in providing guidance and administrative services in the areas of suitability, investigative findings, personnel security objectives and activities, and HSPD-12. This position is located on site at Claremore Indian Hospital, Claremore, Oklahoma but may include occasional telework. Incumbent will report to the Supervisory Program & Management Analyst of the Oklahoma City Area Human Resources Office.
Duties
Serves as point of contact to schedule appointments for obtaining either ink or electronic fingerprints for submission to investigation agencies.
Assists in the use of electronic systems to enable timely background investigations of employees, contractors, volunteers, students, etc.
Reviews background investigations forms for accuracy and completeness.
Maintains a database that accurately reflects timely submission of cases, fingerprint and reports.
Communicates regularly with managers, supervisor and staffing specialist notifying them when an applicant has been cleared.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Typing Proficiency Requirement: Applicants must meet the following typing proficiency: 40 words per minute based on a five minute sample with three or fewer errors.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-05: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-04 grade level in the Federal service obtained in either the private or public sector. Examples include responding to inquiries or requests for information; utilizing office automated systems to enter, retrieve and manage data; maintaining, preparing, and assembling files and records; receiving visitors and telephone calls and exercising judgment in screening those which can be handled personally or be referred to other staff personnel or divisions.; and reviewing documents for accuracy and completeness and reconciling errors.
OR
Successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
A combination of successfully completed post-high school education and specialized experience may be used to meet total qualification requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-06: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector. Examples include applying appropriate rules and regulations to determine pre-employment requirements; reviewing pre-employment documents for accuracy and completion; and providing assistance to applicants throughout the background investigation clearance process.
GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector. Examples include scheduling, obtaining and transmitting fingerprint results; initiating background investigation cases; utilizing electronic filing and database applications to track cases submitted, fingerprints, and reports documenting favorable adjudications of background investigations; consulting with appropriate individual to determine the type of background investigation required for a position; and communicating with management, human resources staff, and applicants throughout background investigation clearance process.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
