The Human Resources Assistant (OA) providing a variety of human resources management support services. One position located on site at Claremore Indian Hospital, Claremore, Oklahoma and one position located on site at Pawnee Indian Health Center, Pawnee, Oklahoma but may include occasional telework. Incumbents will report to the Client Services Division Director for Oklahoma City Area Human Resources Office.

Duties

Serves as receptionist for the Human Resources (HR) Office, and performs technical and administrative work in support of recruitment and placement programs. Provides guidance and interpretation to employees and management regarding human resources policies and procedures. Provides clerical support to the HR Office by maintaining files, and using automated systems for correspondence, database documents, and reports to extract, revise, or sort information. Codes and processes appropriate and applicable personnel actions. Develops and issues vacancy announcements after approval, screen applications to determine completeness and basic eligibility, then prepares certificates of qualified candidates for review. Serves as point of contact for obtaining fingerprints, and assists with electronic and manual systems to enable timely background investigations.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Typing Proficiency Requirement: Applicants must meet the following typing proficiency: 40 words per minute based on a five minute sample with three or fewer errors. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-05: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-04 grade level in the Federal service obtained in either the private or public sector. Examples include responding to inquiries or requests for information; utilizing office automated systems to enter, retrieve and manage data; maintaining, preparing, and assembling files and records; reviewing documents for accuracy and completeness and reconciling errors. OR Successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR A combination of successfully completed post-high school education and specialized experience may be used to meet total qualification requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-06: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector. Examples include providing information to employees or job applicants concerning human resources processes and procedures; coding personnel actions; verifying conditions of employment (i.e. initiating, tracking results of background investigations, identification cards); conducting new employee orientation; maintaining tracking system of recruitment/staffing activities; assisting in developing job analysis/assessments and vacancy announcements; and assisting applicants with troubleshooting technical issues within the online application system. GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector. Examples include developing job analysis and assessments; preparing vacancy announcements using on-line or automated application systems; reviewing employment applications to determine if minimum eligibility requirements have been met; preparing list of qualified applicants for review; issuing job offers; and processing a variety personnel actions. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
