Duties
This Supervisory Transportation Security Specialist position is located in Operations Support (OS), Policy, Plans and Engagement (PPE), Aviation Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides guidance to staff to address diverse, complex issues impacting the transportation industry. Works with managers advising on the development of guidelines and standards and prepares points of view used in forecasting trends in threats and risks to formulate policy, also develops plans, techniques, and policies to address current or anticipated threats and risks. Provides policy guidance and instruction to internal and external stakeholders.
Performs research in support of assigned program and develops and improves policies based on changes to evolving threat and risk levels in order to enhance efficiency, effectiveness and standardization of security policies across the organization.
Receives and analyzes industry and cross-industry best practice standards; evaluates the entire body of policy to identify duplicative policies; identifies policy gaps.
Represents Transportation Security Administration (TSA) as a senior technical point of contact on projects, programs, and other work activities. Presents briefings to obtain consensus/approval of TSA analyses. Provides advice, guidance, and assistance to the manager and key management officials.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters and assigns work to subordinates based on priorities. Takes disciplinary action when necessary. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Schedules and approves leave.
Serves as the subject matter expert on TSA aviation regulatory programs including not limited to the Aircraft Operator Standard Security Program (AOSSP), Twelve-Five Standard Security Program (TFSSP), Private Charter Standard Security Program (TFSSP), Emergency Amendments (EA), Security Directives (SD), and Airport Regulations.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Leading projects and/or programs that impact aviation transportation security operations; and
Identifying issues, discrepancies or inconsistencies with aviation transportation security policies or procedures; and
Providing technical advice or guidance on aviation transportation security laws, policies and regulations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
