This position is located at the Department of Veterans Affairs, Lincoln Regional Office (RO), Fiduciary Hub. The Fiduciary Hub is responsible for direct customer service (through in-person and telephone contacts), fiduciary appointment, and fiduciary oversight for all Veterans, beneficiaries, and minors, within the Fiduciary Program. This position is physically located in Lincoln, NE. Selectees must relocate at their own expense.

Duties

Specific duties include: Accurately and timely enters employees' leave information into the payroll program (GovTA) and validates timecards for supervisory approval. Prepares Strategic Oversight and Analysis Review (SOAR) annual schedules, and monitors program to ensure timely reporting to upper management officials. Complete multiple assignments simultaneously with strict or sometimes competing deadlines. Performs administrative tasks, ordering equipment and supplies. Use Microsoft Outlook to maintain multiple e-mail boxes, compose e-mail and respond to e-mail inquiry. Completes coordinates employee travel in the division, to include making reservations, obtaining airline tickets and preparation of travel vouchers. Conducts travel budget reporting to include working with supervisors to conduct travel cost estimates and ensuring to be cost effective as possible. Maintains and accurate record of division travel expenditures and quarterly travel budget. Monitors the division's SharePoint site and ensures content is current. Respond to verbal inquiries and requests for information via telephone or in person. Requests all new CSEM applications and function requests for all new and current employees while working with HR and supervisor as well as quarterly CSEM reviews with FHM/AFHM for proper access verification. Requests other system access for employees as needed. Communicates routinely with the Fid Hub Manager/AFHM permanent security levels are consistent with the assigned levels for the Fiduciary Hub. Collects request for supplies from the division's staff and works with SSD to ensure employees have supplies for both in house and outbased employees. Maintains the Fiduciary Hub Emergency contact list. Provides training during new hire orientation. Completes required reporting of division employees utilizing FMLA to insure appropriate tracking for the timekeeping system. Coordinates with SSD for new Government Travel Cards for employees Promotion Potential: None, GS-07 is the Full Performance Level (FPL) of this position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/31/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans). For a GS-07 position you must have served 52 weeks at the GS-06 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-07 (or higher). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-07 Grade Level: Specialized Experience: One (1) full year of specialized experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Program Support Assistant, GS-7 position, and that is in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent to at least the GS-6 level in the Federal service to qualify at the Grade-7. Examples of specialized experience include (but are not limited to): Thorough knowledge general office operations to receive, process and answer questions and requests from; employees, supervisors, director's staff regarding timecards, general operations, availability of staff, and general suspenses; Knowledge in dealing with division level operations, regulations and principles and collecting information, taking recommended actions based on interpretation of established VA guidelines; Skill in time management, multi-tasking and organization; knowledge of software applications such as MS Outlook, Excel, Word, and SharePoint. There is no education substitution at the GS-07 grade level NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held. Please provide such documentation on resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary in nature. Some reaching, stooping, bending and light lifting (not more than 5 pounds) is required.
