Join our team by guiding and leading promotion and maintenance in the patent-workforce. As the Chief Patent Classification Officer, you'll provide managerial direction to successfully develop the USPTO's patent classification schemes.

Duties

The physical worksite for this position is located in Alexandria, VA. However, this position is telework eligible in accordance with the unit's telework policy. The Chief Patent Classification Official (CPCO) provides strategic vision, guidance, and direction in order to maintain and improve world-class patent classification schemes. The CPCO provides managerial oversight to a professional staff of patent classification experts and publication specialists to maintain and improve patent classification schemes. The CPCO performs the following duties: Makes recommendations on business process and system improvements within the Patents business unit based on stakeholder feedback or the Patents business unit's strategic goals for classification; facilitates or leads the implementation of these recommended improvements. Ensures the development and implementation of training, guidance, and resource support for end users of USPTO patent classification schemes, whether the end users are internal or external to the USPTO. Advises on the resolution of critical or unusual problems for a broad range of complex, frequently long-term, international patent classification scheme projects. Works with other areas in the Patent business unit, as appropriate, on classification matters. Represents and negotiates on behalf of the United States on patent classification scheme matters at bilateral and multilateral meetings of offices, such as USPTO/EPO Joint Board, IP5, and WIPO.

Qualifications

Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/ technical qualifications and executive core qualifications set forth below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants are required to input narrative responses to the PTQs and ECQs in the text boxes as prompted by USAJobs. Each PTQ and each ECQ have a 10,000-character limit (to include spaces) and must be adhered to. The candidate must possess the following Professional Technical Qualifications: Comprehensive knowledge of patent examination systems in the United States and in major foreign IP offices, including worldwide patent documentation, classification, patent grant, and information technology systems in order to plan and develop various policy positions, programs, and projects effective to increase the efficiency of the USPTO and counterpart offices in numerous classification scenarios. Comprehensive knowledge of the laws, policies, and regulations governing major programs of the USPTO and Office of International Patent Cooperation sufficient to develop and expand innovative patent classification products supporting examiners, applicants, researchers, and all stakeholders. Comprehensive knowledge of the concepts, processes, and methodologies used in the patent examination process sufficient to conduct analyses of and make recommendations for business process and system improvements. Demonstrated skill in advising senior management on global IP cooperation matters, strategic alignment of projects with mission objectives, project prioritization and selection, and metrics selection and performance in order to effectively support the overall goal of improving the international patent system. Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, Political Savvy, and Influencing/Negotiation. Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM, only need to submit a resume and narrative statement covering each of the PTQs requirements and do NOT need to address the ECQs.
