Duties

As a Supervisory International Trade Compliance Analyst, you will perform the following duties: Enforces U.S. trade laws through the conduct and oversight of Antidumping and Countervailing Duties (AD/CVD) proceedings. Participates in formulating, developing, implementing, and ensuring the effectiveness of policies with respect to the AD/CVD enforcement. Independently interprets or applies U.S. AD and/or CVD methodology. Provides supervision and leadership of staff, including oversight of fiscal and other resources. Plans, manages, and assures the effectiveness of relevant AD/CVD program activities. Negotiates and/or resolves conflict to ensure programmatic goals and objectives are met. Advises the Deputy Assistant Secretary (DAS) for AD/CVD Operations, serves on panels and groups addressing critical policy issues; participates on USG delegations, negotiating teams, and other groups dealing with AD/CVD issues. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level you must meet the below specialized experience requirements. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-15 in the Federal service. Specialized experience is defined as: Analyzing petitions submitted by domestic manufacturers, producers, and/or trade associations alleging unfair trading practices. Conducting AD/CVD investigations and/or overseeing a work unit that conducts AD/CVD investigations that includes issuing orders and conducting reviews, i.e., administrative reviews and sunset reviews. Leading or managing a team that primarily performs AD/CVD casework. Communicating with internal and external stakeholders, i.e., senior officials, staff members, representatives of foreign governments and trade associations.
