The incumbent will serve as a Clinical Social Worker Supervisor for the Health Care for Homeless Veterans(HCHV) program. The incumbent provides both administrative tasks as a supervisor as well as a full range of assessments, therapeutic, and psycho educational interventions. The incumbent will provide direct supervision to a team.

Duties

Major duties: Engages in supervisory activities, including administrative meetings, student supervision/training, and administrative services including leading staff meetings, data management, and program development. Consults with peers, the HCHV Program Manager, the MHBS Service Line Manager, and as needed the Chief of Social Workers, and other management officials as needed. Coordinates daily assignments in collaboration with all the HCHV Staff to assure timely support for patients. Contributes to evaluation of performance regarding discipline-specific standards and will sign or co-sign performance plans and appraisals. Seeks to maintain relationships with staff that are conducive to a multidisciplinary approach to service delivery. Engages in activities both within and outside the facility on occasions. Develops and evaluates program activities as needed. Engages in extra-clinical enriching elements such as providing VA committees or task force,. Serves on decision-making committees at the Service Line and/or Medical Center. Actively participate in leadership roles with local, state, and national level professional organizations. Represents the Medical Center at professional or program-related community events and committees. Requires administrative knowledge of Mental Health Clinic, residential, and outpatient settings which includes a contemporary knowledge of theories and practice including evidence-based practices and techniques. Possesses the analytical ability to research, assemble, and compile information and data, evaluate the results against appropriate standards, and recommend corrective action where indicated. Must be knowledgeable regarding ethical practices. Provides direct patient care as a Social Worker and direct services to selected patients and/or selected treatment programs. Establishes and maintains therapeutic relationships and exercises professional judgment to provide treatment for Veterans. Provides direct service to the HUD/VASH program, either as direct line Social Worker or as delegator of these services. Provides expert clinical services to Veterans served by the VA Medical Center's HCHV Programs. Works as the Supervisor of the HCHV interdisciplinary team at a designated location. Reviews and translates research into practical interventions for improved patient treatment outcomes. Consults with Medical Center staff on a wide variety of patient care issues. Assesses the need for referral for additional services for Veterans. Performs other duties as assigned. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met for this position. Supervisory Social Worker,GS-12 Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Physical Requirements: Involve active listening, reading, observing, and evaluating verbal and nonverbal behavior, walking, speaking, writing reports, writing policies and procedures, writing clinical notes, using office equipment such as computers, telephones, fax machines, photocopy machines and travel to conduct outreach, assist with placement, and other activities outside the office, within a catchment area often greater than 100 miles.
