Clinical Social Worker Supervisor for the Northern Arizona VA Health Care System (NAVAHCS) Health Care for Homeless Veterans (HCHV) Programs clinical team in a comprehensive, multidisciplinary outpatient program directed toward assisting Veterans' homelessness issues. The Veterans can present with homelessness, serious mental health conditions as well as addiction and unemployment challenges.

Duties

The HCHV Programs include HUD/VASH, HCHV Programs (Outreach and Emergency Residential Contracted Services-if contract award in a service area) to Homeless Veterans, Grant per Diem and Veteran Justice Outreach Programs. These programs encompass a wide geographical area across Northern Arizona and identify Veterans with a broad variety of issues, assessing their individual needs and coordinating outpatient appropriate services. The Clinical Social Worker Supervisor provides both administrative tasks as a Supervisor as well as a full range of assessments, therapeutic and psycho educational interventions as well as consultative services to Veterans, who manifest problems also associated with homelessness and psychiatric conditions. In this role, the incumbent will carry a caseload of Veterans with the HUD-VASH Program, for example 60% Administrative and 40% direct service. Supervisor position will provide direct supervision to one of the Teams at a CBOC, or a Team at the Medical Center. The HCHV Team is located as an outpatient program under the HCHV Program Manager, within the Mental Health & Behavioral Sciences Service line. Incumbent functions as an Independent Practitioner often with little or no contact with any supervisory staff daily. This includes making diagnosis, treatment recommendations, networking with community providers, mentoring other staff. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. [Transcripts, official or unofficial showing conferral/awarded date, must be submitted at time of application must] Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. [A copy of current license showing date of issuance and expiration must be submitted with application] English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria) Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met for this position. Supervisory Social Worker, GS-12 Experience/Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Physical Requirements: Involve active listening, reading, observing, and evaluating verbal and nonverbal behavior, walking, speaking, writing reports, writing policies and procedures, writing clinical notes, using office equipment such as computers, telephones, fax machines, photocopy machines and travel to conduct outreach, assist with placement, and other activities outside the office, within a catchment area often greater than 100 miles. Must possess current driver's license and be able to drive a government vehicle in carrying out professional duties when deemed necessary.
