This position is located in the United States Department of Agriculture (USDA), Rural Development (RD), Business Center-Operations Office, Deputy Chief Operations Office, Human Resources Office, Employment Service Division, Employment Services Branch. The incumbent provides human resources (HR) operational services in recruitment and placement for assigned offices.
NOTE: THIS POSITION IS NOT REMOTE OR VIRTUAL. THE EMPLOYEE WILL BE EXPECTED TO REPORT IN PERSON TO THE ASSIGNED DUTY LOCATION.
Duties
Provides recruitment/placement services for administrative, professional and paraprofessional, technical and clerical positions through delegated examining unit (DEU) authority and merit promotion procedures.
Assists in job analyses and the development of job qualification assessment and evaluation processes, announces vacancies, determines eligibility and qualifications of applicants, etc.
Utilizes a wide range of HR practices, laws, regulations, policies, and precedents..
Uses detailed analytical methods to identify, evaluate, and recommend alternatives with impact analyses to management to find appropriate HR solutions.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience applying the methods, principles, and practices of civilian Human Resources in the areas of recruitment, and/or employee benefits; providing management advisory services on recruitment and/or benefit actions; preparing vacancy/job opportunity announcements; determining applicant eligibility and qualifications and rating applicants for referral; conducting job analysis on a variety of civilian positions; and monitoring, tracking, and coding civilian personnel actions; conducting research to gather information to assess or respond to civilian human resources issues;

OR 3 full years of progressively higher level graduate education leading to such a degree.

A combination of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience applying the methods, principles, and practices of civilian Human Resources in the areas of recruitment and employee benefits; experience researching, interpreting, and applying appropriate Federal laws, regulations, policies, and guidelines to gather information and apply methods and techniques to accurately assess gathered civilian human resources information; developing recruitment strategies, advising managers on the civilian hiring process and available hiring authorities; conducting job analysis to prepare for recruitment; preparing vacancy announcements, reviewing applications for qualifications and eligibility; and coding of civilian personnel actions such as appointments, reassignments, and promotions. There is no education substitution for this grade level.
