This vacancy is for a Legislative and Intergovernmental Affairs Specialist in the Minority Business Development Agency within the Department of Commerce. In this position, you will serve as the focal point for all legislative and intergovernmental activities, external relations and strategic alliances, research, and policy.

Duties

As a Legislative and Intergovernmental Affairs Specialist, you will perform the following duties: Monitors and tracks congressional actions and intergovernmental developments on issues of interest to the MBDA. Perform analysis and review of congressional testimony, proposals and bills to determine impact on MBDA policies, programs, and/or constituents, and provides recommendations when appropriate. Assists the Associate Director and Chief of Legislative, Education and Intergovernmental Affairs in designing short and long-term proactive strategies. Develops strategies to address and influence latest actions and developments. Leads execution of agency strategy to promote understanding and support of MBDA programs and operations throughout Capitol Hill and intergovernmental offices Plans, coordinates and prepares senior agency officials for congressional briefings and participation in congressional caucus policy conferences. Attends and reports on Capitol Hill congressional hearings covering legislation in which MBDA is interested. Provides leadership of Leg/IGA team efforts in establishment and maintenances of a reliable bipartisan network with Capitol Hill congressional offices, congressional committees, and intergovernmental affairs organizations through staff liaison, meetings, committee hearings. Produces and reviews congressional testimony and presentations that includes the preparation of briefing memoranda for the National Director, National Deputy Director, Associate Director and/or Office Chief for any congressional testimony/hearings, briefings and meetings on Capitol Hill. Prepares weekly legislative reports and drafts congressional communication on behalf of MBDA for signature by senior agency officials. Specialized experience is defined as: Tracks and monitors congressional and intergovernmental actions and inquiries to coordinate responses from agency officials; Drafts legislation reports, summaries, and congressional testimony for review by senior officials; AND Attends meetings or briefings with Congress, State, and local, government officials to network and exchange information. -OR- SUBSTITUTION OF EDUCATION: A Ph.D. degree or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to a Ph.D. degree that demonstrates the knowledge skills and abilities necessary to do the work. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Possess equivalent combinations of higher-level graduate education and experience to meet the total qualification requirements. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as: Counsels and advises agency officials on policy, and congressional and legislative matters Monitors state legislation and regulations to determine their impact on agency/business programs and policies; Develops and finalizes legislation reports, technical comments, summaries, and congressional testimony for an agency or business; AND Facilitates briefings or presentations with government officials, Members of Congress and their staff members to foster and maintain relationships and open communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
