Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as experience in program principles, concepts, practices, standards, and methods sufficient to address complex disaster recovery and mitigation issues; experience serving as technical authority on aspects of disaster recovery actions AND in managing techniques in a variety of areas of environmental risks and the range of programs and interagency processes required for effective implementation of recovery initiatives.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the principles, practices, and procedures of emergency management and disaster.
Skill in interpreting, applying, and explaining complex laws, rules and regulations, and achieving compliance with such regulations.
Ability to apply a strategic national or agency-wide views to solve problems.
Skill in negotiation and persuasion techniques sufficient to explain and justify management’s position, negotiate agreements with agencies, contractors, impacted communities, and industrial firms, and justify persuasively to media and public agency position in disaster recovery and mitigation matters.
Skill in written communication.
Skill in oral communication.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
