Duties
If selected for this position, you will serve as a Human Resources Specialist for the United States Attorney's Office for the Eastern District of Missouri providing human resources management services in a variety of specialty areas, such as staffing and recruitment, position classification, performance management, employee relations, employee benefits and compensation, and training and development. At the full performance level, typical work assignments will include:
Providing position classification and position management recommendations
Determining recruitment strategies and posting job announcements
Reviewing applications and applying qualification standards
Providing advice and assistance on performance management and incentive awards
Providing assistance in the administration of benefits programs
Administering guidance on pay and leave
Providing assistance and guidance on training and development needs
Processing personnel actions in an automated system
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements

- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.

Qualifications
To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience; Education; OR a Combination of Specialized Experience and Education.
Specialized Experience: One (1) full year of specialized experience equivalent to work at the GS-07 level in Federal service. Specialized experience is defined as: providing moderately complex management advisory and technical services on recurring human resources issues; applying standardized analytical and evaluation techniques; and interpreting regulatory material related to staffing and recruitment and at least one of the following human resources specialty areas: position classification; employee relations and performance management; employee benefits; and human resources development (i.e. training).
OR
Education: One of the following types of education in a related field (e.g., Human Resources): a Master's or equivalent graduate degree (such as an LL.B. or J.D.); OR two (2) full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
Education
All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. For a list of schools that meet this criteria, see

Education completed in foreign colleges or universities may be used to meet the above education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
