About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W469AA US ARMY TEST AND EVALUATION COMMAND.

Duties

Serves as the Special Security Officer (SSO) and Security Specialist for the United States Army Operational Test Command (USAOTC) Sensitive Compartmented Information Facility (SCIF). Responsible as the Operations Security (OPSEC) program manager for USAOTC with functions pertaining to sensitive and classified activities Conducts specialized security briefings, verifies citizenship, processes requests for investigation, clearance and or special access, and maintains automated personnel security database and manual security files. Provides authoritative executive-level advice to the USAOTC Commander, staff, and other support units on the requirements of SCI programs. Responsible for the oversight, development, maintenance, and execution of the operation of the SSO position and the administration of the Sensitive Compartmented Information (SCI) security program. Performs duties in the administration of the command's SCI Program.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• Must be able to obtain and maintain a Top-Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
• Temporary Duty Travel (TDY) will be required up to 20% of the time.

(2) Provide security training and inspection compliance associated with these disciplines. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as National Security studies, Political Science, International Relations/Foreign Affairs, Geography, Industrial Security Administration, Industrial Management, Systems Management/Operations Research, Criminal Justice, Psychology, Engineering, Security Administration, History, Electronic Technology and/or Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
