The incumbent is assigned to the Veterans Service Center (VSC) and reports to the Veteran's Service Center Manager (VSCM) and to the Assistant Veteran's Service Center Managers (AVSCM). The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.
Duties
The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of substantive analytical, planning, training, evaluative, budgetary, and advisory work.
Duties include, but are not limited to:
Plans, develops, and conducts program analyses concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives within complex multi-mission activity. Analyzes, extracts, summarizes, and identifies significant trends and issues.
Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for top-level presentation and briefings.
Develops measurement criteria, procedures, and instruments to analyze and evaluate the communications program utility and effectiveness.
Uses technology such as internet and various software packages (e.g., desk top publishing and audio-visual products) to effectively compile and present findings to management.
Performs routine budget formulation and execution functions for the section's budget.
Prepares a variety of management reports covering the status of funds, obligations, and expenditures of funds.
Performs other duties as assigned.
Duties include, but are not limited to: Work Schedule: 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Most recent SF-50 is required for current Federal employees.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience (1) Evaluating programs and their functions; (2) Recommending improvements in procedures, work methods, and or organizations; and (3) Implementing changes to programs/business lines.
OR
Education Substitution: Applicants may substitute education for the experience required to qualify at the GS-11 grade level. Note: coursework must have equipped you with the competencies described in the "How You Will Be Evaluated" section of the announcement.
Ph.D or equivalent doctoral degree; or
Three full years of progressively higher-level graduate education leading to such a degree; or
LL.M, if related to the duties of this position.
OR
Combination of Education and Experience: Applicants may combine education and experience to qualify at the GS-11 level. For example, if you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. To calculate, first identify the percentage of required education you have earned (when substituting you can use graduate level education you have earned beyond the second year). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full-Time vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: While the work is primarily sedentary, some walking, bending, stooping, and carrying of light materials is present in the position.
