Serves as a senior professional performing missile systems safety planning in support of agency weapons' Development, Testing, and Evaluation in the areas of hazard classification, insensitive munitions, and explosives qualification;
Duties
Leads projects, participates as a team member on weapons system programs, evaluates weapon system safety provides installation and mission support, and serves as a responsible steward of our resources.
Provide subject matter expertise to developers of new or modified energetic materials regarding the requirements for Hazard Classification and qualification of explosive materials for military use.
Develop and issue instructions/procedures establishing weapons and explosives safety requirements that may provide the basis for official policy and impact a wide range of explosives activities across the agency to determine the suitability of technical data packages per local instructions.
Provide subject matter expertise to the Non-Nuclear Munitions Safety Board on matters pertaining to the IM Program.
As the subject-matter expert for Hazard Classification and qualification of non-nuclear explosives for military use, represent the local organization at executive-level meetings within the government, with higher headquarters, and with contractor/industry representatives.

- Experience as a Hazard Classifier (of ammunition and explosives per applicable regulations and instructions) or experience with Explosive Ordnance Disposal (EOD) is highly desired

- A professional engineering degree at the bachelor’s level from an ABET accredited institution
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: BASIC REQUIREMENTS FOR 0801:
A. Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished
(1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience that provide subject matter expertise to developers of new or modified energetic materials regarding the requirements for Hazard Classification and qualification of explosive materials for military use, "Explosive materials" includes primary explosives, booster explosives, high explosives, solid gun propellants, solid rocket propellants, and pyrotechnic combustions, while developing and issue instructions/procedures establishing weapons and explosives safety requirements that may provide the basis for official policy and impact a wide range of explosives activities across the agency.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
IDEAL CANDIDATE STATEMENT: The ideal candidate has experience as a hazard classifier of ammunition and explosives and experience in the application and testing of insensitive munitions requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of hazard classification regulations and instructions for the purpose of granting Interim Hazard Classification of ammunition and explosives by signature (49 CFR Parts 100-185, DoD Directive 6055.9E, DoDM 60955.09M, and TB 700-2) and qualifying energetic materials for military use (MIL-STD-2105, AOP-7).
Knowledge of weapons and explosives safety requirements outlined in applicable standards, regulations, and technical orders affecting weapons and explosives transportation, storage, handling, sustainment, processing, interactions, and environmental conditions.
Knowledge of the missions, roles, functions, organizational structures, and operation, of the Department of Defense, Air Force, and other entities that govern, interface with, and influence the systems acquisition process and integrated life cycle management.
Skill to research, learn, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations, and to recommend timely and economical solutions. Plan and organize work, and coordinate with other engineering disciplines and architects to maintain good working relations.
Ability to plan, organize, and direct projects as a team lead and to mentor, motivate, and train team members.
Ability to analyze, plan, and adjust work assignments for multiple projects to meet program requirements and objectives within available resources.
