This position is located in a State or Area Office in USDA/Rural Development (RD). The primary purpose of this position is to provide administrative, office management and activity coordination involving a variety of processes and methods within the state.
This position is not remote or virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Evaluates, implements administrative policies, directives, regulatory guides, and updates or adapt, to determine impact on operations and determine when changes are necessary.
Serves as liaison with appropriate budget and accounting officials concerning a variety of budget/financial issues/activities.
Reviews, monitors, advises, and assists management on matters concerning HR actions and services.
Presents data and identifies areas of focus for various purposes.
Assists organization's management with day-to-day operations, including but not limited to, greeting visitors, arranging meetings/appointments, monitoring commitments and obligations, use of office space.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
GS-09 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Providing a variety of administrative services in support of functional activities; assisting senior leadership by participating in the planning, directing, and coordinating of the procedural and administrative management work; independently conducting special reviews of administrative matters; establishing priorities, assigning suspense items, and monitoring through completion; responsible to oversee potential problems relating to leave, travel, overtime and timekeeping and services as an office manager in support of a variety administrative functions to include travel, property communication and office software needs (word processing, spreadsheets, presentations, record keeping, etc.); reviewing correspondence, memoranda, reports and other office documents to assure compliance with the organizations correspondence standards; receiving, reviewing, and monitoring the flow correspondence and staff action requests OR master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related.
Equivalent combination of education and experience are qualifying for this grade level.
