Duties

PRIMARY PURPOSE: To perform the duties as Wing/Link Unit Manager (LUM), Technical Advisor, facilities/equipment specialist, and On/Off-Station Training/Exercise Support for the 436th Airlift Wing Weapons & Tactics operations (OSK). Identify, review, and resolve operational initiatives through planning, execution and project assessment conducted in Mission Planning Cell (MPC) operations. Further, this position must be prepared to advise MAJCOM of necessary future PD modifications for unit and MDS support. This position is located at a Mobility Air Force (MAF) Wing, Operations Support Squadron. DUTIES: Wing Unit Manager, technical expert/advisor to leadership on TDL operation, maintenance, and equipment. Establishes, develops, and maintains effective work relationships. Conducts Off-Station Exercise Support. Datalink Contracts and Acquisitions Support Specialist.

  • The employee must be able to obtain and maintain a current Secret security clearance at a minimum with Top-Secret.
  • Strong background in TDLs required; preferably a qualified Link Unit manager with 2+ years of experience.
  • Strong background in tactical data links required; preferably a qualified Link Unit manager with 2+ years of experience or JICO.
  • Work hours may involve uncommon tours of duty including nights, weekends, and holidays. May require occasional overnight stays at remote locations. Overtime may be required.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): This is a Term position NTE 13 MONTHS; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP. Incumbent may be required to travel by military/commercial aircraft/vehicle to remote range locations. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of a comprehensive range of TDL concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of joint services TDL systems/equipment for application to difficult and complex situations and problems that have no clear precedent; extensive knowledge of military command structures at the tactical and operational levels of war; knowledge of methods and techniques to participate in complex TDL architecture ranging from local training sorties to major exercises to operational deployments in support of combatant commanders; knowledge of methods and techniques to execute complex responsibilities of Combat Crew Communications for maintenance and distribution of COMSEC in support of local and deployment operations; thorough knowledge of TDL system applications and technical processes for the effective and efficient utilization of technology resources; thorough knowledge of data link system applications and technical processes for the effective and efficient utilization of technology resources, including knowledge of AMC platforms TTP's and training requirements; and knowledge of how the CTP Management Cell and AOC/Control and Reporting Center (CRC) execute the Commander's directives and overall integration into the mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Qualified and knowledgeable of Tactical Data Links concepts, principles, and practices of specific systems/equipment. Knowledge of required security and safety regulations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structures, and operations of Coalition, Joint and Air Force TDL capable weapon systems to provide guidance for interoperability in joint and allied/coalition operations. Skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions. Ability to plan, organize, and direct the functions of an organization and associate organizations, and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper operation of TDL systems/equipment; and communicate well, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
