The Visual Information Specialist is located under Organizational Development Services (ODS) within the VA Portland Healthcare System (VAPORHCS). The Visual Information Specialist is a key member of the Medical Media team who serves the hospital's targeted audiences of Veterans, faculty, staff, students, researchers, and community members at VAPORHC's campuses and Community Based Outpatient Clinics.

Duties

Duties and responsibilities include but not limited to: The incumbent performs complex visual design/display duties on an independent basis that are both internal and external to VAPORHCS including working directly with Public Affairs. This includes, but not limited to professionally designed poster sessions, handbooks, manuals, recruiting brochures, posters, medical illustrations, patient education materials, print and digital flyers and other graphic media as required to meet the mission and vision of VHAPORHCS. The incumbent provides photography, videography, and production services across the organization with a wide breadth of scope and within many different physical environments. This requires focused attention to the environment and the restrictions of the environment, such as operating room conditions, and other direct care areas where exposure to blood/bodily fluids, unpleasant odors, and witnessing the end of life can occur. As well as, in a research environment which may include the use of cadavers, animal test subjects, and noxious chemicals. Additionally, the incumbent may be exposed to possible risks associated with weather when providing services in the outdoor environment. The incumbent collaborates with the client and subject-matter experts to develop a project from conception to completion to convey information accurately, providing creative guidance to help the client visualize the end product. The incumbent supports VAPORHCS virtual, live, and recorded conferences, trainings, presentations, teleconferences, and meetings. The incumbent will be expected to learn the highly complex audiovisual control systems currently in place throughout VAPORHCS and be called on to consult in further improvements to technologies. The incumbent is responsible for the administrative management of and ensuring the quality of all media productions released by Medical Media. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet specialized experience and time-in-grade requirements within 30 days of the closing date of this announcement, 08/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: Education: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. or Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.; OR Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. You may qualify based on your specialized experience and/or education as described below: GS-9 Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of graphic design theory and processes; knowledge of and experience in capturing digital photographic, illustration and electronic recording/editing theories and practices; Skills and experience in a wide range of communication and illustration, video, and graphic design concepts, principles and practices; and Knowledge of principles, content, and techniques of instructional design and skill to plan, coordinate and produce educational audiovisual programs. Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Note: Transcripts required. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first year or 18 semester hours to meet the total qualification requirements for the GS-9 grade level. Note: Transcripts required. GS-11 Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skills in planning, organizing, communicating, scheduling, and coordinating personnel and resources in support of Public Affairs and Medical Media activities and objectives; resolving differences of opinion or interpretation with clients and stakeholders; Determining resources, limitations and resolving technical difficulties; and Analyzing assignments, identifies potential problem areas, and determines methods of resolution. Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Note: Transcripts required. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first 2 years or 36 semester hours to meet the total qualification requirements for the GS-11 grade level. Physical Requirements: The duties and responsibilities of this position requires some physical exertion, such as long periods of standing, sitting, or recurrent lifting of moderately heavy items such as equipment, and large rolls of oversize printer paper. Manual dexterity between hands and eyes and the ability to perceive and sense color hues and chroma accurately is necessary.
