Duties
You will be responsible for the direction and execution of contract oversight and administration of real property maintenance, repair, warranty service and recurring services through a staff of contracting oversight specialists.
You will serve as the main point of contact for all facilities work performed by service contractors and all government QAS overseeing the service contractors.
You will evaluate and maintains surveillance of contractor management systems; surveillance includes contractor administration of certification programs.
You will evaluate and makes recommendations concerning waivers and/or deviations from contract specifications.
You will develop and execute contract modification work for all existing service contracts and prepares documentation for solicitation of modifications.
You will assign work to subordinates based on priorities, the difficulty of the work to be performed, and the capabilities of employees.
You will review candidates for positions in the section. Participates in interviews and selection panels, including as selecting official when directed.
You will direct a program or a major program segment with significant resources, such as at a multimillion-dollar level of annual resources.

- Must obtain and maintain a Contracting Officer’s Representative (COR) Certification within 24 months upon entering the position.
- The incumbent is required to submit a Financial Disclosure Statement, OGE-450, at entrance into the position and annually.
- This position requires a pre-employment physical examination.
- You will be required to possess and maintain a current valid United States driver’s license.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Comprehensive and practical knowledge of the quality assurance specialist line of work, particularly in service contract; Extensive knowledge and ability to give direction and execution of contract oversight and administration of real property maintenance, repair, warranty service and recurring services through a staff of contracting oversight specialists; Proficient experience in developing and executing contract modification work for all existing service contracts and prepares documentation for solicitation of modifications; Ability to assign work to subordinates based on priorities and difficulty of the work.
