Duties

Identifies, receives, sorts, counts, classifies and handles hazardous materials in the USPFO storage areas. Performs pre-receipt examination of property on site at the generation point and assures that the turn-in and shipping is in order, that the containers meet standards are placarded and marked properly. As appropriate, performs or initiates required testing e.g. radioactive surveys/wipe tests, prepares sample for submission to environmental laboratories for analysis. Schedules the receipt of property and assures that the property is identified to include identification of all contaminants. Rejects property not meeting turn-in requirements and assists the turn-in activity to correct any rejections and determines the nature and degree of the particular hazards involved. Determines if containers are Department of Transportation (DOT) approved, safe to handle, non-leaking, capable of withstanding routine handling, and safe for required periods of storage. Assures that storage compatibility is adhered. Determines the need for special handling/specials storage of certain property (e.g. friable asbestos, batteries, pesticides, etc.) Performs complex searches of shipping and storage records, material specifications, vendor contracts and computer data for material specifications and advises non-trained personnel on specialized procedures. Insures the safe receipt, storage and movement of hazardous and toxic materials and substances such as ammunition, explosives, chemicals, or radioactive materials in accordance with facility and regulatory requirements. Determines storage requirements, arrangement of materials of materials, and space utilization. Insures compliance with Federal, state, Department of Defense (DoD), Occupational Safety and Health Administration (OSHA), and the Environmental Protection Agency (EPA) rules or regulations. Responsible to identify, collect, process and consolidate hazardous waste in preparation for disposal. The incumbent is required to identify, safely process, package, and ship or dispose of a wide variety of hazardous chemicals, products and materials. Responsible to insure compliance with environmental rules, regulations and practices relating to hazardous waste material treatment and disposal. Uses computer skills to retrieve data pertaining to storage, and processing of hazardous wastes. Manages the facility hazardous materials spill prevention, containment and clean up program to control accidental spills, overflows, and other emergency hazardous waste and materials situations. Receives or rejects materiel, equipment, including non-standard equipment, and complex assemblies for the facility based on their knowledge of products, equipment, and procedures as well as having the ability to determine subtle and inconspicuous defects. May be required to perform pre-receipt examination of property on site at the generation point. Schedules the receipt of property and assures that the property is identified to include identification of all contaminants. Handles damaged and unidentified shipments requiring repair/repacking or return to the supplier in accordance with established procedures. As appropriate, performs or initiates required testing, e.g. radioactive surveys/wipe tests, prepares sample for submission to environmental laboratories for analysis. Determines acceptance, serviceability and distribution requirements for perishable, classified, precious metals, textiles, clothing, complex electronic/mechanical equipment, assemblies and components. Uses catalog data/drawings, item specifications, or computerized data to verify/determine/classify items for turn-in, storage or distribution. Performs extensive research on equipment specifications using automated systems, technical manuals and supply bulletins to determine any special requirements for complex items passing through the storage and distribution area. Performs a full range of warehousing activities to include receiving, inspecting for defects, storing, selecting and shipping general or specialized bulk and bin materials and equipment. Develops, or assists in the development of plans for storage and arrangement of stock. Determines warehouse configuration, setup, movement, and space utilization plans in accordance with regulations for a specific commodity or equipment group. Assists with the development of facility regulations, and operating instructions that relate to hazardous materials management and HAZMAT safety procedures. Conducts HAZMAT training for facility personnel, develops lesson plans, course materials, schedules and conducts training. Performs duties to provide storage and distribution, cataloging or supply identification systems, property utilization, or any other related supply activities including those associated with automated or manual supply accounting systems. Performs other duties as assigned.

Requirements

  • Alaska Army National Guard membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • U.S. Citizenship and Secret Clearance is required.

  • If hired, this position may require regular Occupational Health exams and/or medical standards being met.
  • APPOINTMENT FACTORS: Excepted/Enlisted in the Alaska Army National Guard.
  • MILITARY GRADE REQUIREMENT: Due to the nature of this position, the minimum military grade is Private (PV1/E1) and the maximum military grade is Sergeant (SGT/E5).
  • Incumbent is subject to termination due to loss or reduction in funding for this position.

Qualifications

GENERAL EXPERIENCE is experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. WG-07 - Must have at least 12 Months of experience or training identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Expert knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials to ensure adherence to governing regulatory guidance, policies, and procedures. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: -Expert knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials to ensure adherence to governing regulatory guidance, policies and procedures. -Knowledge of Federal, State, DoD, OSHA and EPA rules/regulations sufficient to control, oversee, coordinate and implement the facility Hazardous Materials Management Program. -Knowledge of warehouse activities to include receiving, inspecting for defects, storing, selecting and shipping general or specialized equipment and supplies and the techniques used in the examination and classification of standard/nonstandard, unusual, highly specialized items. -Skill and knowledge of technical specifications, vendor contracts regarding receipt and returning an item to a vendor when improperly sent or refer material to quality assurance or maintenance personnel due to an observed defect. -Able to use technical specifications and vendor numbers, and functional operation of items received and shipped against accompanying documents. -Knowledge and skill to conduct comprehensive searches of manufacturers' catalogues, tech orders, schematics and computerized data to identify unique and specialized items or those which lack proper identification of documentation. -Knowledge of the overall facility supply, storage, distribution and inventory plan, including supply documentation requirements. -Knowledge of procedures for processing supply documents, to include the identification of problems/trends and ability to resolve discrepancies. -Knowledge of inventory and production reports to screen and identify shipping and receiving documents for discrepancies, and direct shipments to shipping or storage areas. -Knowledge of computer commands and controls to make data entries, updates data and retrieve reports.
