The primary purpose of this position MANAGEMENT ANALYST, GS-0343-07 potential GS-0343-11, is to conduct studies/analyses of limited scope and/or assist in comprehensive manpower and organizational studies/analyses of organizations, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness and resource efficiency.
Duties
Plan, develop, and conduct organizational structure, workforce staffing/utilization, and/or space utilization studies or portions of studies of the serviced organization(s), to improve and simplify processes and maximize resources utilization.
Conduct work measurement, methods and procedures, manpower requirements utilization, and/or engineered time standard studies for issues or problems of a procedural or factual nature, (e.g., travel voucher processing, workflow through closely related units, etc.).
Conduct competitive sourcing studies i.e., Commercial Activities, cost comparison, direct conversion, etc., management surveys, and/or research projects of a limited scope and provides advisory services on procedural and relationship issues that deal with readily observable program conditions.
Assist in performing internal management support services in the areas of program cost monitoring, annual fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, and Budgeting System (PPBS) cycle, etc.), and development of annual work plan(s) for organization(s) of limited scope.
Provide input to assist in managing DOD and Air Force productivity, awards, and recognition programs.
Provide guidance to assigned functional areas in managing the organizational Performance Management Program.

- PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings.
- WORK ENVIRONMENT: Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. TARGETED POSITIONS: This position is a developmental GS-07 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.
GS-07
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes applying accepted techniques and methods to accomplish time and motion, task analysis, flow charting of work processes, and similar studies to assess workload and productivity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: The successful completion one full year of graduate level education or superior academic achievement. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post 4-year course of study leading to a bachelor's degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Thesuccessful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: analyzing new or proposed legislation or regulations to determine impact on program operations and management; and conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: The successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post master's or post 2 years graduate education or equivalent graduate degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and basic financial management directives, concepts, procedures, guidance, and policy.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for organizations of a limited scope.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
Ability to access or locate information through the use of a personal computer and software programs.
Employees selected for a GS career ladder position may remain in their career ladder position until they reach the full performance level for their GS position, at which time they will be converted to AcqDemo.
