The mission of the Caregiver Support Program (CSP) is to promote the health and well-being of family caregivers who care for our nation's Veterans, through education, resources, support and services. This position leads the oversight, guidance, and technical assistance to VISNs and VAMCs relating to Caregiver Eligibility Appeals Team (CEAT) operations and systems across the enterprise in accordance with the VA Mission Act of 2018.

Duties

This vacancy may be filled in Washington, DC or a location to be determined. Duties Include: Advises and assists CSP's Director of Review and Appeals as well as the Executive and Deputy Director(s), on strategic planning, policy and program operations and performance accountability on national CEAT initiatives and provides counsel to local leadership on the management of resources for increased performance, greater public accountability, quality service and customer satisfaction. Function as CSP's national lead to VISNs and VAMCs in operationalizing activities in support of the CEATs including leading program or management reviews and consolidating findings and recommendations into comprehensive reports that have a broad effect on VA and non-VA services for Servicemembers, Veterans, their families, and caregivers nationally. Develop and implement consistent processes, policies, procedures and operational reporting metrics for the Centralized Eligibility Appeals Teams and track and monitor trends on adjudications of applications nationwide. Monitors the clinical care and assesses the compliance of VISN and VAMC CSP programs as it relates to eligibility and clinical appeals determinations. When necessary, the Associate Director will intervene to facilitate compliance or corrective actions, and when appropriate, develop, facilitate and monitor plans of correction. Serves as a subject matter expert with other Federal Agencies and community partners on eligibility and clinical appeals matters, including providing guidance to Network and Facility Directors, CEAT Leads and other areas across the healthcare continuum, other Patient Care Services (PCS) and VHA staff office. Negotiates CSP productivity standards with the goal of increasing the capacity to deliver services to Servicemembers, Veterans, their families, and caregivers more efficiently. Assignments or projects may involve creating and implementing initiatives that involve nonrecurring problems, trends, or issues and management or program operations with varying or changing conditions (e.g., work units or program areas with different functions or requirements or with periodic changes in workloads, budgets, staff levels, work processes, or program objectives). Coordinates communications with VHA office and staff, VACO leadership and management, and numerous committees that may hold political influence. Responds to inquiries and explains CSP programs and guidelines to varying stakeholders including management officials and representatives of other federal agencies. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re- specialization program (including documentation of an approved internship completed as part of the re- specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship: (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96- 151 (pre- 1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) [OR (e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally- accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one- year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. English Language Proficiency - Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Grade Determination GS-14 Experience. You must possess at least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Knowledge of and ability to understand and communicate existing policies and regulations. 2. Knowledge of and ability to utilize resource materials as well as ability to develop new materials when needed. 3. Ability to relate to individuals at many different levels both within and external to the organization. 4. Ability to communicate effectively orally and in writing with a diverse group of professional staff. 5. Ability to provide information about policy to various stakeholders or audiences in a useable and understandable manner. 6. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives. Preferred Experience: Candidate's experience demonstrates working within the Caregiver Support Program at a medical center gaining strong working knowledge of the regulations, policies, processes and procedures to advise, inform and lead a national program. The full performance level of this vacancy is GS-14. Physical Requirements: The work of this position requires no special physical demands; it may involve some walking, standing, bending, or carrying of light items and will include travel throughout the nation in coordination with the needs to the program.
