Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as a Program Manager in support of the Missile Defense Agency (MDA). Establishes program objectives, makes recommendations, planning milestone date, tracking the processes and cost throughout the life-cycle of programs.
As a Program Manager at the NH-0340-3 some of your typical work assignments may include:
Serve as a Program Manager in support of the Missile Defense Agency (MDA) Ground-Based Midcourse Defense (GMD) Fielded Capabilities Readiness Project Office managing cost, schedule, and performance of the fielded weapon system, site maintenance contractors, and other MDA program activities to include schedule prioritization and de-confliction, budget development and execution, and ensuring weapon system and related maintenance systems remain at a high rate of readiness.
Manage programmatic activities to define the technical requirements, develop acquisition documents in accordance with (IAW) MDA processes and oversee the funding execution in the current year and propose budgets to fund future years IAW the MDA Program Objective Memorandum process.
Document program actuals and report deviations from program baselines to the GMD Site Capabilities Product Managers and the GMD Fielded Capabilities Readiness Project Manager including the assessment of risk related to program cost, schedule and performance.
Act as the Program's tenant liaison with Installation Management Command and the host facility; and plan and execute visits and tours in response to host installation, State National Guard Bureau, Space and Missile Defense Command, MDA, United States Northern Command, DoD, GAO and Congressional requests.
Coordinate and execute support of ground, cyber and flight testing of the GMD Weapon System as appropriate for the portion of the system in your geographical area of responsibility.

Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience managing Cost, Schedule, and Performance of a complex weapon system. OR
Experience communicating to senior leaders orally, in writing and with presentation material to include
hosting senior stakeholders or oversight organization representatives to conduct site visits. OR
Experience providing program support and collaborating across Integrated Product Teams
(IPTs).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
