Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as the Program Manager in support of the Missile Defense Agency (MDA). Establishes program objectives, makes recommendations, planning milestone dates, tracking the processes and costs throughout the life-cycle of the program. As a Program Manager at the NH-0340-4 some of your typical work assignments may include: Serve as a Program Manager in support of the Missile Defense Agency (MDA) Fielded Capability, Readiness Directorate, managing all aspects of cost, schedule, and performance of the Missile Defense Agency's integrated Missile Defense Complex at Ft Greely Alaska. Management of daily maintenance or weapon system Preventative or Corrective Maintenance actions balancing weapon system operational availability with necessary construction, and weapon system requirements Overseeing and managing a workforce that includes quality, Safety, Engineering, Construction, Sustainment and Logistics, and Asset Management disciplines. Coordinate with Program Managers and Functional Organizations within MDA performing schedule prioritization and de-confliction, budget development and execution, and ensuring weapon system and related maintenance systems remain at a high rate of readiness. Document all program detail, assess, manage and eliminate risk related to program cost, schedule, risk and performance and report across the Agency to senior SES and Flag/General Officers on the progress of the program. Manage programmatic activities to define the technical requirements, the acquisition documents IAW MDA processes and oversee the funding execution in the current year and propose budgets to fund future years IAW MDA POM process.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience managing cost, schedule and performance of silo based weapon systems and weapon system asset management. OR Experience managing weapon system sustainment, construction, or facility maintenance activities. OR Experience leading teams, recommending and making risk based decisions, providing program support, and collaborating across programs, organizations, and functional Integrated Product Teams (IPTs) including external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
