Duties
The primary purpose of this position is to: To serve as a combatant command headquarters level senior program analyst planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of USSPACECOM program areas and missions.
As senior program analyst applies space experience to analyze, develop, and evaluate, detailed plans, goals, and objectives for long-range implementation of assigned major command program(s)
As technical expert documents planning and programming decisions/recommendations in ap0propriate format to mee USSPACECOM requirements.
Leads strategic planning to improve organizational direction and focus using strategic planning tools, and techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH 02, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as or vital Warfare (OLW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR), Planning, Programming, Budgeting, and Execution (PPBE), acquisition, special operations, or similar operations.
Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
In depth knowledge of the application of military space operations as applicable to COCOM objectives, operational outcomes, plans and programs as applicable. Skill in designing, conducting or managing comp0rehensive studies and evaluating solutions to especially broad, important, and severe military operational and contingency areas. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
