The position is located at the Richmond VA Medical Center. The Technical Career Field (TCF) is a national workforce development program within VHA designed to replenish technical staff in critically identified positions. Health Informatics is a discipline at the intersection of clinical heath care, information science, & computer science; designs & delivers information to improve clinical care, individual & public health care. Announcement is open to current permanent VISN 6 VHA employees ONLY.

Duties

The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include but are not limited to the following: Perform highly structured, entry-level work designed to develop broader and more in depth knowledge and skill to perform higher-level assignments. Communicate factual and procedural information clearly, orally and in writing. Gather and analyze basic facts and draw conclusions. Independently plans and carries out the assignments in conformance with accepted policies and practices. Adheres to instructions, policies, and guidelines in exercising judgment to resolve commonly encountered work problems and deviations. Brings controversial information or findings to the supervisor's attention for direction. Provides assistance on controversial or unusual situations that do not have clear precedents. Reviews completed work for conformity with policy, the effectiveness of the employee's approach to the problem, technical soundness, and adherence to deadlines. Performs other duties as assigned. Qualifications

Grade Determinations: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. Current Federal employees are required to submit the most recent, non-award SF-50. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of varied functions of computer spreadsheets, databases and computer applications; Sound fundamental knowledge of the theory principles, concepts and practices of accounting and auditing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education that demonstrates the competencies necessary to perform the duties of this position. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
