•    The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is in the Office of Legislative and Congressional Affairs (OLCA) located in Washington DC. The incumbent performs professional work related to the work of OLCA dealing primarily with written and verbal communications with members of Congress and their staffs regarding all programs and services administered and provided by the Department.

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-11, if you possess the specialized experience, education, or a combination of the two. Specialized Experience for the GS-11 One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in applying analytical methods to determine the coordination and dissemination of congressional inquiries. 2. Experience in applying analytical methods and techniques related to congressional program management to assess and support program operations.3. Experience in gathering and organizing departmental program information to analyze and confirm content accuracy.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Knowledge of legislation, congressional procedures, regulations and policies essential to carry out provisions of the Department's Title IV, Higher Education Act, student financial aid, accreditation, eligibility and certification of education institutions.2.    Ability to determine the technical scope and trends of congressional inquiries.3.    Ability to communicate with managers at various levels, meet with Members of Congress and their staff to conduct student financial aid workshops upon request.4.    Ability to communicate effectively orally and in writing in a courteous manner.
