You will serve as a NATURAL RESOURCES SPECIALIST in the ENVIRONMENTAL PLANNING AND CONSERVATION BRANCH of NAVFAC NORTHWEST.

Duties

You will prepare scopes of work and budgets for natural resource management projects on the Navy's Northwest Region installations and marine waters. You will manage the implementation of habitat enhancement projects, fish and wildlife surveys, and other environmental improvement measures. You will support NEPA projects, Endangered Species Act and Marine Mammal Protection Act consultations, and other regulatory compliance requirements as a subject matter expert. You will present technical information to management officials for use in decision making.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current Procurement Integrity certification.

Qualifications

FOR THE GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. 1) Managing or participating in Endangered Species Act section 7 consultations with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service (NOAA Fisheries); 2) Writing or reviewing Biological Assessments under the Endangered Species Act; 3) Possessing knowledge of environmental regulations such as the Endangered Species Act, National Environmental Policy Act, or Marine Mammal Protection Act.; and 4) Providing training and mentoring to other environmental staff and to technical staff in other business lines. **NOTE** This information must be supported by your resume in order to be considered for the position. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Supporting Endangered Species Act section 7 consultations with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service (NOAA Fisheries), 2) Reviewing documents prepared for Endangered Species Act consultations, and 3) Assisting with developing and maintaining project criteria, schedules, and budgets in conformance with project and Navy mission requirements. **NOTE** This information must be supported by your resume in order to be considered for the position. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that I possess the knowledge, skills and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

Education substitution for the GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry or a related discipline appropriate to this position.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in biological sciences, agriculture, natural resource management, chemistry or a related discipline appropriate to this position.
