You will serve as a BIOLOGIST in the NAVFAC PACIFIC, NAVFAC NORTHWEST, Department of Navy of NAVFAC NORTHWEST.

Duties

You will interpret environmental regulatory material for staff members. You will evaluate projects (e.g., modification of existing facilities, construction of new facilities) for compliance with environmental standards. You will conduct site investigations or assessments to determine compliance with mitigations specified in National Environmental Policy Act (NEPA) documents. You will develop strategies and modification to reduce project impacts on natural resources. You will evaluate programs to resolve natural resource problems (e.g., water, wetlands, biological and cultural resources) occurring on or off-site. You will develop guidance for natural resources projects. You will review environmental budget submissions for technical and fiscal accuracy.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical leadership, advice, and solutions to others in natural resources management and biological science support for the areas of terrestrial, fishery, marine, and wildlife biology; 2) Applying innovative theories and state of the art methods to solve natural resources problems for an organization; 3) Performing facilities acquisition and facilities engineering management processes, including identification of recurring and non-recurring requirements, programming of funds, execution of funds, and contract management and oversight; and 4) Ensuring an organization complies with Federal, State, and local laws and regulations related to natural resources. Additional Information (Continued): Physical Demands Work requires regular and recurring field investigations and site visits in which there is a considerable amount of walking, stooping, bending and climbing. Work Environment Work is performed both in an office setting and outdoors. Through most work will be done indoors, the incumbent will also perform field work in variety of natural settings such as forested areas, waterfront areas, desert environments, wetlands and other underdeveloped areas. Occasionally, field work will involves hiking into remote areas or working outdoors in adverse weather conditions or that may require special safety precautions while in the presence of construction or industrial operations and operating equipment. Employees may be requires to use protective clothing or gear, such as "hard-hats", coats, boots, goggles, gloves and shields.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Which includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above
