The Solicitor serves as the chief legal advisor and consultant for the Personnel Appeals Board ("PAB" or "Board") and the Executive Director of the Board in all questions of law and policy arising in connection with the adjudication of cases and in respect to enforcing and defending the Board's orders and decisions in federal courts.

Duties

Provides day-to-day legal advice and counsel to Board members and staff on such matters as the need for rule-making, the scope of administrative authority, or other questions involving the applicability of statutes, regulations, court precedent, and GAO management directives and orders. Supervises the Board's staff attorney and clerk of the Board.Reviews or prepares formal interpretations, legal memoranda, regulations and policy statements, reflecting the Board's legal positions on various areas of its jurisdiction. Directs, coordinates, and may perform legal research activities for the Board or individual members. Participates in high-level meetings and discussions required to arrive at policy positions or to resolve complex problems.Assists the Administrative Judge, Presiding Board Member, or the full Board on matters that arise from petitions by attending pre-hearing conferences and organizing hearing files and related materials; drafting pre-hearing orders; attending hearings as an advisor to the Administrative Judge, Presiding Board Member or the full Board; and conducting legal research to assist the Presiding Board Member of the full Board in writing a decision. Drafts decisions, legal opinions, and orders related to cases brought before the Board at the request of an Administrative Judge, Board member, or the full Board. Serves as the primary liaison between the Board or an individual member and the parties or their counsel in matters heard by the Board and provides procedural advice to the parties.Represents the Board in federal court. Oversees the preparation and transmission of certified indices of record to the Federal Circuit. Responsible for other administrative and procedural duties such as determining the propriety of requests for records, documents, or other information of the Board submitted by members of the public and supervising the preparation and issuance of rules and regulations of the Board.

Requirements

Qualifications

You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement. You must be an active member in good standing of the bar in any United States jurisdiction. You must have at least 5 years of experience providing counsel to senior federal government officials or other high-profile clients on employment law matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the education requirements by 11:59 pm Eastern Time on the closing date of the announcement.

You must have a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA).
