You will serve as an Insider Threat Analyst at the GG-13 grade level for Navy Insider Threat (InT) Hub (NIA N73), providing technical advice on a wide range of complex analysis, evaluation, collection, interpretation, or dissemination of information and/or products to defend against, detect, prevent, and mitigate insider threats to Navy personnel, operations, resources, activities, information and facilities.

Duties

You will report Information as appropriate to the Department of Defense Insider Threat Management and Analysis Center (DITMAC). You will support teams/projects concerned with the collection, review, interpretation, correlation, and analysis of User Activity Monitoring (UAM) and other applicable data sources of insider threat indicators. You will provide insider threat expertise and trend analysis advisement in direct support to Navy InT Hub. You will help advance Navy Hub capabilities, personnel, and effects by providing timely, reliable support to current and future missions. You will plan, implement, and maintain databases for insider threat analytical assignments required to process all-source material and the production of technical or operational information and intelligence. You will prepare new or revised insider threat intelligence products. You will identify information gaps, specify collection requirements to fill gaps, and develop analytical tools and methodologies to cope with the gaps. You will collaborate and coordinate with high-ranking military and civilian managers, supervisors, legal experts, and technical staff to facilitate mission accomplishment. You will maintain liaison with personnel in other departments and agencies, laboratories and services to discuss Insider Threat alerts and concerns and to provide information.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require a Polygraph Examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Providing technical advice on complex analysis, evaluation, collection, interpretation, or dissemination of information and/or products to defend against, detect, prevent, and mitigate insider threats to personnel, operations, resources, activities, information and facilities. Utilizing counterintelligence (CI), security, law enforcement (LE), all-source/multi-source intelligence analysis, and other skills to identify anomalous behavior indicative of an insider threat. Planning, implementing, and maintaining databases for insider threat analytical assignments required to process all-source material and the production of technical or operational information and intelligence.
