You will serve as an Intelligence Specialist responsible for overt Human Intelligence (HUMINT) activities and Source Management for the fleet, expeditionary, special warfare, and irregular warfare operations and support requirements. This position is located in Arlington, VA in the NAVAL INTELLIGENCE ACTIVITY.

Duties

You will prepare, coordinate and present briefs and naval correspondence (including strategies, instructions, directives and memorandums) on both overt HUMINT activities and source management. You will represent Navy on overt HUMINT and source management policies, programs, Navy Counterintelligence (CI)/HUMINT Enterprise stakeholders. As the CI/HUMINT Information Technology system manager, you will serve as the SME maintaining knowledge and proficiency in the use of IT used in the execution and support of CI/HUMINT source management activities across the Intelligence Community. You will develop, plan, support, and provide guidance, assistance and oversight on all Navy source management functions, projects, and activities. You will maintain awareness of Defense HUMINT Enterprise and national level Intelligence community initiatives and inform senior Navy leadership of impacts to Navy HUMINT programs and requirements.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Travel up to 20% of the time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level in the Federal service or equivalent experience in the private or public sector performing duties such as the following: 1) Providing support to CI or HUMINT activities, policy deployment or training and ensuring compliance with Intelligence Community and DoD directives and instructions; 2) Managing databases and records, preferably CI or HUMINT activities, in support of dispersed customers; 3) Preparing written and verbal presentations and briefs for senior leaders, preferably with regards to CI or HUMINT activities, to inform on policy, budget, doctrine, or operational activities; 4) Tracking and evaluating effectiveness of programs including developing and measuring performance and effectiveness indicators and providing written and verbal feedback to supported and subordinate customers.
