This position is located in Enterprise Support (ES), Contracting & Procurement (C&P). The College Graduate Authority offers developmental experiences in the Federal Government intended to promote careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.
Duties
You will be performing assigned duties under the general direction of a manager or more experienced employees. Typical duties include but are not limited to:
Serves as an entry level Contract Specialist for non-complex acquisitions program activities under the general direction of a manager or more experienced professional using basic knowledge and experience.
Drafts written solicitations that include the appropriate provisions and clauses for the requirement, assembled in a format appropriate to the acquisition method and market. Drafts business clearance memoranda to document the negotiation process, cost/price analysis, technical evaluations, and other factors. Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality.
Applies acquisition strategies for non-complex contract actions. Researches and identifies recommendations on contracting matters that interpret, extend or revise significant elements of contracting actions. Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion.
Collaborates with customers to define procurement needs and assists with the receipt of quotation/proposals including the safeguarding, opening, tracking, assessing compliance with minimum solicitation requirements, and identifying the quotation/proposals that will not receive further consideration. Contracts are primarily internal to the organizational unit with the manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments.
College graduate positions at TSA span across many areas of the organization under various pillars, Enterprise Support, Security Operations, Direct Reports, Operational Support, Chief of Staff, Law Enforcement/Federal Air Marshal Service. Program areas where college graduates may work include but are not limited to information technology, cybersecurity, data analytics, public policy and administration, business and financial management, human resources, communications, law and policy, civil rights and liberties, engineering, economic policy, and many more.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (E Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
Applicants must meet all eligibility and qualifications requirements by the closing date of the announcement including college graduate eligibility, specialized experience and/or education, and selective placement factor(s), as defined below.
To meet the minimum requirements for this position, you must: (1) Meet the Eligibility Requirements for College Graduates; (2) Provide a copy of transcripts for verification; AND (3) Meet the Minimum Qualification Requirements.
College Graduate Eligibility Requirements:
Completion of all requirements for a bachelor's or graduate-level degree from a qualifying educational institution within the previous two (2) years; or
Due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility begins on the date of discharge or release from uniformed service
1102 Series Basic Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.
Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
Minimum Qualification Requirements: Applicants must meet the specialized experience and/or education requirements shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
At the SV-E (GS-07) level:
Specialized Experience: Must have one full year of specialized experience at the SV-D (GS-05) pay band in the Federal Service or equivalent pay band or equivalent experience in the private or public sector that demonstrates the skills needed for this position. Experience at this level includes
Experience researching a topic and presenting a position based upon the application of knowledge gained from the research
Experience executing multiple projects with overlapping schedules
Experience with effective oral and written communication to inform and or persuade a party to take a particular course of action or accept findings and recommendations
Experience identifying problems and determining a course of action to resolve the problem and achieve success

Superior Academic Achievement (S.A.A): Must have completed a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either(1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies.

Substitution of Education: Completion of one full year of graduate level education in an accredited or pre-accredited college or university. Graduate level education must demonstrate the competencies necessary to do the work of the position. The education must demonstrate the competencies necessary to do the work of the position.

Combination of Experience and Education: Possession of a combination of education and experience as described above.
At the SV-F (GS-09) level:
Specialized Experience: Must have one full year of specialized experience at the SV-E (GS-07) pay band in the Federal Service or equivalent pay band or equivalent experience in the private or public sector that demonstrates the skills needed for this position. Experience at this level includes
Experience researching a procurement related topic and presenting a position based upon the application of Federal Acquisition Regulations
Experience with administering multiple contracts above the simplified acquisition threshold
Experience with oral and written contract negotiation techniques
Experience in recommending procurement processes, systems, procedures, and policies to resolve a procurement problem.

Substitution of Education: Completion of master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. (Must submit transcripts.

Combination of Experience and Education: Must have of a combination of education and experience as described above. (Must submit transcripts).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
