Duties

Develop and implement a robust organizational Quality Management System (QMS) aligned with the International Organization of Standardization (ISO) 9001 standard. Provide expert guidance on ISO 9001 principles and techniques to ensure ammunition processes meet the current standard's requirements, driving continuous improvement and excellence in quality management. Coordinate a RMIC Program to include developing an evaluation plan, coordinating required evaluations of programs to ensure compliance with regulatory requirements, and reporting results to senior management for approval and action. Ensure compliance and perform evaluations to mitigate risk in an ammunition focused environment. Monitor ISO quality and risk management programs and develop initiatives to sustain or correct processes as necessary. Extract, collect, and analyze information and data in support of ISO quality and risk management programs. Ensure compliance with International Organization of Standardization (ISO) 9001 requirements as an organizational Quality Management System (QMS) professional and certified ISO 9001 Lead Auditor. Ensure compliance with Risk Management and Internal Controls (RMIC) regulatory requirements as an organizational RMIC Coordinator and trained RMIC Evaluator. Advise senior management in the status of implementation and overall compliance of ISO quality and risk management programs. Interact and collaborate both orally and in writing with internal key leaders and personnel, as well as, with external agencies in a way that builds positive relationships and represents the organization in a professional manner.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug Free Federal Workplace Program.
  • Position requires the incumbent to be cleared IAW requirements of AR190-11, Physical Security of Arms, Ammunition, and Explosives (AAandE).
  • Position requires the incumbent to meet the requirements of AMCR 350-4, Training and Certification Program of personnel working in ammunition operations.
  • Position is subject to the Lautenberg Amendment to the Gun Control Act of 1968, which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.
  • TDY travel to appropriated location, 15%.
  • Position requires the incumbent to meet the requirements of ISO 9001:2015, Lead Auditor Course or Equivalent within 12 Months of start date.
  • This position requires a secret clearance.

Specialized Experience: One year of specialized experience which includes Coordinating a Command-level International Organization of Standardization (ISO) 9001 Quality Management Program and a Command-level Risk Management and Internal Controls (RMIC) Program as part of an ammunition operations focused organization. And Advise senior leaders, coordinate with internal and external stakeholders, and professionally represent a Command-level organization via oral and written communication. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
