You will serve as a PROCESS IMPROVEMENT MANAGER in the PRODUCTION RESOURCES DEPARTMENT of PSNS and IMF.

Duties

You will ensure that product line implemented processes are being followed, incorporated in a timely manner, and sustained. You will provide corrective actions when processes are not being followed or the product lines overall priorities are not being met. You will develop, analyze, evaluate, advise and improve the effectiveness of methods and procedures, organizations, distribution of work assignments, management controls, and information and documentation systems. You will meet with Assistant Product Line Managers to understand what is at risk for the product delivery and assist APLMs with product line risk mitigation strategies for inclusion into projects risk cube and associated risk letters. You will serve as an essential communication link for critical chain project management, constraint management, buffer usage, quality, improvement, and risk mitigation issues. You will facilitate causal analysis studies and employ the Theories of Constraint Thinking Processes leading shipyard views of shipyard processes.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector developing and improving the effectiveness of methods and procedures of product line performance within a shipyard that includes conducting analysis studies using Lean techniques (e.g., value stream mapping, Rapid Improvement Workshops, and 5S workshops) to develop and document more effective or efficient line processes and ensure continual process improvement.
