You will serve as the Carrier Program Manager in Code 312, Carrier Program Office and Operations Department of PSNS and IMF.
Duties
You will be responsible for the extensive coordination across organizational lines within the Shipyard Type Commanders, NAVSEA, as well as other federal and state government and private entities.
You will exercise discretionary authority in setting Shipyard policy at the local level or re-delegate, as appropriate, the authority to exercise such discretion in matters under the purview of the program managed.
You will solve critical problems when timely and effective decisions are necessary to balance performance and deadline requirements against costs and other resource concerns.
You will develop and implement procedures and full management responsibility for the direct application of all Shipyard resources to ensure the completion of work on schedule and within cost for assigned program.
You will plan and coordinate the various phases of work, establish priorities and determine the amount of available resources to devote to each phase.
You will frequently make authoritative determinations, judgments and decisions, which may be considered extreme, within the context of standard guides, precedents, methods and techniques.

You will establish performance objectives and monitor progress toward the achievement of mission objectives.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- The work is partly sedentary, but requires regular and recurring aboard-ship inspections, which involve considerable walking, stooping, bending, crawling, and climbing of vertical ladders.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing the implementation of shipyard program operations, developing strategic plans based on program requirements, administering program resources and developing policies and procedures to fund mission accomplishments.
