THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an IT SPECIALIST (PLCYPLN)-T5 OBO, Position Description Number T0022000 and is part of the WI JFHQ, Wisconsin National Guard.
Duties
Responsible for budgeting, accounting, and execution of all CIO funds through federal procurement and Cooperative Agreements.
Responsible for all facets of future operations, distributing, tracking all tasking, ensuring proper planning, and execution of all required operations and administrative orders are processed and completed.
Represents the CIO on all cross-functional teams or other planning teams (CFMO, G3, G5, etc.) and reviews all external long-term plans for possible IT requirements and develops strategies for future requirements.
Manages vendor relationships for the CIO and coordinates all vendor presentations for staff education on possible technical solutions.
Based on involvement on long range planning teams, technical studies, and customer engagement develops, a long-range strategic and technical plan for the CIO.

Qualifications
GENERAL EXPERIENCE: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE: Must have one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
