You will serve as the Deputy Human Resources Director (DHRD) in the Naval Sea Systems Command (NAVSEA) Human Resources Office of NAVSEA HQ FIELD SUPPORT. You will serve as a personnel advisor to commanders, managers and supervisors of organizations with a total serviced population of 7,000 or more.

Duties

You will provide guidance and assistance to HR staff and Command supervisors and employees on all areas of human resources (HR) management regulations, policies and laws. You will participate in the development of strategic and operational plans with senior level managers and key operating officials of serviced organizations. You will serve as second level supervisor to certain HR functions through a subordinate staff of branch supervisors performing advisory, technical, and administrative services on local Human Resources activities. You will develop and execute HR operations strategies supporting classification, staffing, training/development, labor/employee relations, data/tool development, etc.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
